A Better Way to Manage Regulatory Data Requests

A Better Way to Manage Regulatory Data Requests

HData's Purpose-built Solution for High-volume Data Request Workflows

Today, HData is releasing Data Request Management, a purpose-built solution that transforms one of the most complex and resource-intensive aspects of regulatory proceedings: data requests. Data Request Management enables energy teams to centralize historical discovery records, draft AI-powered responses that draw on relevant prior requests, and track and route new ones from intake to filing.

The factual record of any major regulatory proceeding rests on data requests: thousands of them in a single rate case, covering rate design, customer impacts, load forecasting, and capacity planning. Yet most energy teams still manage them in spreadsheets, Word documents, and email threads: questions distributed manually, drafts circulated by attachment, and reviews buried in comment chains that are hard to follow and impossible to audit. Finding a question your team answered years ago means remembering who answered it. Version control collapses the moment a deadline slips or an answer changes.

It is one of the most consequential workflows in U.S. energy regulation and one of the least modernized. Case volume hit a record high in 2025, and it is still climbing.

HData’s Data Request Management replaces that workflow entirely.

One Environment for the Entire Process

Data Request Management provides a single, centralized workspace where the full data request lifecycle happens: importing historical records, creating new requests, assigning work, drafting responses, flagging sensitive content, and tracking every change. When a new data request arrives, users upload the original PDF or Word document directly into the system, and AI extracts reference information, individual questions, and confidentiality indicators automatically, turning a raw regulatory document into a structured, team-ready workspace in minutes.

From there, subject matter experts can draft responses, approvers can review them, and managers can monitor deadlines and status across every active request without leaving the platform. The entire process, and the complete record of it, stays in one place.

Built for the Way Energy Teams Actually Work

Users can belong to multiple workspaces in Data Request Management, which is useful for organizations with separate gas, electric, or wildfire teams, and access controls at the workspace level let administrators decide who sees and edits what. External collaborators, such as outside counsel, can be added to a workspace provided they are HData customers. Within a workspace, each request can be assigned to an owner who is accountable for the final answer.

Built-in commenting lets contributors leave notes and resolve questions asynchronously, keeping the discussion inside the system rather than scattered across email.

Every Request Makes the Next One Easier

Every data request your team imports or creates in the system builds a growing library of prior questions and answers. When a new request arrives with a question your team has addressed before in a prior proceeding, HData's Regulatory AI surfaces identical or similar historical responses and generates a draft answer with citations. Teams then review, refine, and finalize the answer. Even when no historical match exists, teams can draft and store fresh responses, expanding the library for next time.

Over time, that changes what institutional knowledge means at an organization. Answers that once lived in a specific person’s memory become searchable, retrievable, and ready when the next request needs them.

A Complete Audit Trail

Data Request Management logs every action that touches a data request, from intake to download. The audit trail shows who made each change and when, with deleted text and added text displayed visually so reviewers can see what changed with the metadata, edits to answers, witness assignments, confidentiality flags, and objection reasons.

When you download a completed data request as an editable Word file, the document flags any confidential content for legal review before it goes out the door. The result is a complete, defensible record of how each response was built.

Data Request Management is the first in a series of new solutions HData is building in direct partnership with the energy industry. These solutions are purpose-built applications developed with input from utilities, regulators, and the broader energy ecosystem that makes up HData’s customer base.
