Regulatory AI Now Supports Analysis of Up to 400 Files at Once
HData is pleased to announce that our latest product release allows customers to select an increased number of files for use in a Regulatory AI session. Regulatory AI now supports up to 400 documents per session, doubling the previous limit, and supporting a drastically higher limit than general-purpose AI solutions.
The increased document limit applies to:
- All catalogs in the HData Library, which offers centralized access to 23 million regulatory documents including FERC dockets, state dockets, integrated resource plans, and RTO/ISO files
- A user’s own uploaded documents in the Data Hub, including non-publicly available files and data sources outside of the HData Library
- Documents available via integrations with file systems such as SharePoint, OneDrive, Google Drive, and Dropbox
As a specialized software solution for regulatory data, HData is built to support users who frequently need to analyze high volumes of information.
If you've ever used general purpose AI assistants such as Copilot, ChatGPT, or Claude, you’ve likely noticed a frustrating limitation. You can only use these systems with 10-20 uploaded documents at a time. For regulatory professionals who need to analyze large document sets, this creates a significant bottleneck and renders some use cases nearly impossible. Breaking up your analysis into many separate uploads and prompts is a difficult workflow to manage, and it’s very time consuming. That’s why HData has focused on steadily increasing document selection limits over time, allowing users to incorporate more and more data into each Regulatory AI session.
Why Do General Purpose AI Tools Limit Document Uploads?
To understand why general purpose AI systems can struggle with a high volume of documents, it’s helpful to understand fundamental constraints of AI technology:
Context Window Limitations
Language models can only process a finite amount of text at once. This is their "context window." When you upload 20 lengthy documents, you quickly exhaust this capacity. The model simply runs out of room to work, think, and produce answers.
The "Lost in the Middle" Problem
Research has shown that even when information fits within a context window, language models struggle to effectively use information buried in the middle of long contexts. Details can get overlooked, leading to incomplete or inaccurate analysis.
Output Constraints
When generating responses that involve correlating data across many sources, creating tables, or managing contradictions, models need substantial output capacity. Exceeding these limits causes failures or hallucinations.
When working with high document volumes, these limitations make it difficult to reliably produce responses that contain adequate depth, specificity, and accuracy to be utilized in the context of regulatory work.
How Does HData Support Such a High Document Limit?
While applied technology such as HData’s Regulatory AI must also overcome AI constraints, purpose-built solutions are better-positioned to make existing models dramatically more capable for specific, high-value use cases.
In doubling our previous document limit, users may reasonably ask, how does HData support a much higher file limit than systems such as Copilot?
Regulatory AI serves as an intelligent intermediary layer between users and foundational language models. This allows Regulatory AI to handle extreme complexity so that individual underlying models don’t have to.
HData also focuses on a discipline known as context engineering. This is the process of building and maintaining the precise environment in which large language models are optimized to understand context. This includes information relevance, intent, assembling the right information for each specific request, and the ability for questions and responses to build on one another.
By orchestrating data context and data processing across numerous language models, Regulatory AI performs research and analysis at a scale that general purpose solutions simply cannot provide.
The increased document limit is available to all HData subscribers with Regulatory AI access.
